Downloads capped at 10% of internet speed

Ive been with BT for about 10 days now , ive tried to research speed capping but not found a great deal , my internet speed is between 3-4 meg but i can't download any faster than 450kbs , is this a new BT thing or has it always been this way , or is there something wromg , any advice would be helpful

download speed seems about right for 4mb connection  see here http://techallica.com/kilo-bytes-per-second-vs-kilo-bits-per-second-kbps-vs-kbps/

 

run btspeedtester and when first test completes then run diagnostic test and post results

 

don't reset before test and test should be done wired

it seems rather strange. are you sure your anti virus/firewall is not conflicting?

on a 4mb connection speed a download speed of about 450kbps is about right - check my link

@ helpfulguy nothing to do with antivirus or firewalls please read posts and there replies carefully before posting
