If they have deployed a new cabinet to service other people in your area as part of the Scottish government funded rollout then I'd contact the Scottish government department that is dealing with the rollout in your area. It might be someone missed out moving you over like they did with your neighbours, in all likelyhood if thats the case then unless that government department ask BT to move you its unlikely to happen. As others have said Openreach will not move you on request.
The other option is that maybe you were moved and the database is inaccurate, I'd ring up the Scottish BDUK or whatever they are called in Scotland people and check, and if it is inaccurate get them to push BT to update the records.
Ultiamtely your best bet is to speak to the Scottish BDUK people, but don't get your hopes up. Especially if there was a mistake and you weren't moved.
I suspect a database error is more likely. It is extremely unlikely just one pair in a D side cable wasn't moved.
