I am gettting about 4.7Mb on BT Faster broadband. I can see this is the lowest I can get in the FTTC Range A.
Are these values speeds to the cabinet or to my house?

These are estimates to your home otherwise they would be pointless
have you tried connecting direct to the test socket with a new filter to see if that improves your connection speed?

Then looks like 4.7mb is best you are going to get
from BT wholesale test just now:
Tests are usually close to the Max Data Rate from HH5 stats:

Download speed was syncing close to 8db today but just got a "PPP LCP Send Termination Request [User request]" & it resynced to 6db but not much of a speed increase.
Engineer when installed said he'd expected to get more speed out of my line too
