They’re going to have a huge amount of work to do to get a reliable mobile signal everywhere! Over the last several years we’ve been unable to find any provider that can give us a signal never mind a reliable one. (we’re in a dip within a hilly area.)

This sounds like another unrealistic aim: we get a reasonable 4G signal, but only Vodafone can supply this. 5G is supposed to solve all problems, and with that the need for a land line disappears as VOIP can be used as a phone.
It will be fine in the main population centres, but in the wilds of the country side. I remain to be convinced!

I agree wrt mobile coverage. My mother lives near Weston-Super-Mare (not in the wilds) and many near her cannot get a mobile signal! In the "shadow" of the Mendips. She also gets  hassled about smart meters, which of course, simply don't work reliably in her area!!!

All very well if you live in London! Everything is London-centric these days. eg £2389 per head for transport in London vs £511 where I live "up t'north"! I always repeat the mantra, more people DON'T live in London! No wonder we are a split country. Same for mobile coverage, get down the West Country or up to the North of England, and see you mobile signal disappear. Sorry, rant over.

Until we can get a decent 3G mobile signal (just got a phone which will do 3G now, and also now have a colour display AND a camera!!), we will still rly on landlines. 

There's also the issue for safety support systems, e.g. alarm pendants for the elderly which rely on a fixed landline. I guess the landline to the house may be able to be re-purposed for such systems come 2025???

I’m in the Lake District, so no chance! I also get hassled for Smart Meters. I let them come and try once as they insisted the meter would work. Even after they gave it up as a bad job, I was still getting emails re installing one.

I see health pendants are specifically mentioned and it's up to the Current Provider to make alternative arrangements and to test them on the new infrastructures. The new service must have the same or better "uptime" as the existing copper lines, or else we will have some unfortunate and preventable deaths on their hands. Mobile network solutions would not be possible for some as seen above!

Landlines aren't being scrapped for mobiles. It's going VoIP.

There are already companies and locations that have this already in Europe, including Jersey.

However to move all the connections to VoIP by 2025 is a monster undertaking. I personally can't see it being done by then.
