Fibre Blockage

Currently waiting on fibre to be installed at my flat. We’ve been told that there is a blockage and they are unable to run the cable, therefore they need to dig up somewhere and unblock. This has been 4 weeks I’ve been waiting now and I’m curious to see that if this requires all this work the digging etc.... does this come at extra cost to me?
