Help. Again.

Few months back had issue with drop outs and speed. Engineer out and problem resolved. Same issue again. See details below. When windy or raining it's really bad. Long line to exchange and at best I've had 1.6Mbps. I cope as just about get a reasonable stream. At the moment the thing won't stay connected long enough to rebuild the speed. Anyone help?
