How can I tell when fibre is through to my pole
I have seen black thick wires coiled up to a dome on a close pole feeding down from the top but no box at the top. Does this meant there is fibre and who do I ask?

That’s an MC31, or possibly MC32. Can’t quite tell.
Either way that’s nothing to do with FTTP, they’re Obsolete Copper Joints BT/Openreach stopped using mid to late 90’s.
