A neighbour is on 38Mbps VDSL on cabinet EMWINST 4 and he is seeing very much reduced data rates during evenings. At some point in his tortuous attempt at a resolution, he has been told that Openreach recognise that the cabinet is "congested", but has been offered no information on how (or when) that is going to get resolved, if at all.
I presume that "congested" doesn't simply mean no spare circuits: assuming it is an admission that there is insufficient bandwidth for the customer demand, how can we find out whether Openreach has any plans to increase the backhaul rate? If no plans, is there any procedure to ask for a review?
Who is their Internet provider, as they have the main influence on capacity. Openreach only provide the infrastructure.
It won't be the cabinet that is congested, it will be the backhaul and BTWholesale will be aware of it and making plans to increase capacity.
