DLM doesn't often get stuck.
What happens is that the number of errors on the line cause the line to be deemed "'amber" by DLM and as such, DLM won't release banding until a line has ILQ green for the number of days in a row required by DLM.
Of course ILQ is not something users have access too, so assume DLM is just stuck. If the lines that were "stuck" ran something like mydslwebstats, they'd see the reasons for the "stuck" banding.
What I will say is that I feel Openreach DLM is too strict however they no doubt have their reasons.
I think the problem is there is too much hysteresis in the system which is intended to stop 'flapping' but gives rise to the problem of a circuit that is improved to the extent it wouldn't invoke banding but not good enough to be released being 'stuck'.
Well Just had Bt Broadband on the phone India again
they say no fault on line and the speed is at 65 mb
So contact the BTTV to get 4k
They say the line speed is 35mb no good to have 4k just on the min speed
So who is right
service has gone down hill
Broadband Customer service attitude is take it or leave it
Thats the best you are going to get
They did say it depend how many peopl are on the Cab
Must have been a hell of a lot to cause the speed issues like that
