If I upgrade from Fibre 2 to Fibre with Halo 3 do I go down from 15 to 2 Virus protect licences?

If I upgrade from Fibre 2 to Fibre with Halo 3 do I go down from 15 to 2 Virus protect licences? Therefore is the "for £1 a month less" actually "£3 a month more" (as I'd need to add the £4 a month on for going back to 15 licences)?
