I would say you have a line fault or a dodgy install and you should request a Broadband Boost engineer to fix it.
What you meant by the "to" bit.
I did have the install done by a contractor who it seemed couldnt get away fast enough, and never even demonstrated my connection was actually working.
Whats the best way of describing the problem and getting this looked at, please dont say a call to an Indian call center!!
The acceptable speed range is from 20 Mbps to 16.57 Mbps. The to 16.57 is the IP Profile. Your minimum speed is 20 Mbps and your IP Profile is below the minimum therefore you have a problem. You need an engineer to fix it. You either ring the helpdesk and arrange an engineer or you ask the Mods to help, as you were already in contact with the Mods.
Think I'll wait for the mods to hopefully pick up on this as phoning India fills me with dread.
All I need now is a mod to help me.

Yep. Advised me to power cycle the hub and modem, to which my speed returned to my normal 20Mbps, then after a couple of weeks it suddenly plummets to about 15Mbps.
