Is it possible to prevent all outgoing calls with a PIN?

In order to prevent unauthorised outgoing calls, is it possible to set a PIN on my landline?

I understand there is call barring but if I understand correctly this requires specific numbers to be entered. That’s not what I want  

Hope someone has a solution.

Call barring would do that.
