I've tried this test the last few days and also for a good solid hour with no avail. Being able to see my IP profile would be handy, but my connection speed has never been the issue. My issue is that my line says its on fastpath but the pings im getting clearly indicate that im on an interleaved line.

Looking at your noise margin you have been suffering a number of disconnections / restarts of your hub suggesting the connection is unstable you should be connecting at around 5.7 mb

we need to see the IP Profile to help in diagnosing your problem

could you try another traceroute to bbc.co.uk so we can see were any problems may be this should be carried out using a wired connection  at this time i would say  you are on fast path but maybe a congested connection

I honestly cant remember my noise margin ever being lower to be honest. I never suffer from disconnections, prior to this week ive had months of uptime on my router even with the relatively high noise margin, I've never exactly been happy with my 4mb connection speed particulary in this day and age but its been solid and the ping times have been pretty good. From the tracert shown above though, one could assume that interleaving is infact, active on my line?

you now need to maintain a stable connection for the next 3+ days then if needed get the mods help with the interleaving issue and high noise margin

Just a quick update, my line is now giving me a constant 150-180ms to bbc.co.uk. No background programs or devices are using the internet.

Quick update, after around 1.5 days worth of connection my latency seems to have reverted to fastpath!
