Latency changed back to Fast and IP Profile stuck at 2Mbps

I seem to have two problems at the moment.  Firstly my latency has been set back to Fast.  This is causing some instability issues (although not as severe as in Dec 2011) and I was getting faster sync speeds and therefore IP profile settings with Interleaved.  My line was supposed to have been turned permanently to Interleaved before Xmas 2011. Thread URL:

Secondly my IP profile has been set at 2 Mbps for over two weeks.  This is higher than it should be based on the sync speeds I've been getting at the 960kbps level.

Could I be set back to interleaved and my IP profile reset please?
