Lines touching

Hi there.

If a pair of lines from the telegraph pole outside the house are dangling and touching each other, will this impact performance?

I'm currently on a low 2mb but next door has 6mb and I did notice the above recently.

I'm Trying to borrow a phone off someone like its the 90s to plug in to see if there is any noise.
