I assume you are talking about FTTP and not FTTC?
Openreach would only run a single optical fibre into a house. Business premises may have multiple fibre connections if diversity is requested. This is very expensive.
One FTTP connection can be up to 300Mbs, which is far more than a residential premises would ever need.

You should be able to get the faster speed. Sharing of a connection should not be a problem. I share a 10Mb ADSL connection with our neighbour, who is connected to our guest wireless network, and there are no issues.
Does your relative want a second connection to have a separate phone line rather than just separate broadband. If so you upgrade your line to FTTP and leave the relatives as is , or even downgrade it to phone only. You then need to run an ethernet cable to where your relative wants (they won't have the hassle of a router anymore) or use a wireless extender.
You will have the option ,at time of ordering , to keep your phone on the copper connection or have it changed to a fibre only one , choice is yours.

The easier option is for the OP to just upgrade their line to FTTP and do nothing with the relatives which is separate ATM.
