As you are unable to contact the account holder it makes me suspect the line has either not been paid for or it could have been cancelled by the account holder you need the account holders help

Bah. I spoke to an associate who has spoken to him. Apparently BT have told him it would be "a week or two" until it is up. Out of curiosity I was wondering if a dead phone line is reported will an engineer come out to the house to verify it or will they go directly to the exchange? As far as I am aware we have had no visit from BT since the issue arose.

Based entirely on my personal experience, Openreach engineers do not like to enter your house so will try begin at the nearest accessible junction point.
