I finally spoke to someone here in the UK and they also confirmed the noise on the line they could hear.
Line tests came back fine however.
I have another engineer coming out Friday so fingers crossed things get moving.
It seems I finally had a sensible engineer visit this morning.
He was here for approx 4 hours.
Tested everything at the house and then worked his way along every single phone pole (25) and finally back to the exchange.
Done some work at the exchange and the line is whisper quiet now.

This issues seems to have come back and I have another engineer booked for tomorrow (3rd Engineer)
For some reason the downstream noise margin is VERY stable.
The phone line was pretty much quiet until yesterday afternoon.
I know when it's noisy as the internet starts to play up and I can visibly see the noise margin fluctuate.
All of yesterday there was a lot of background hiss/static on the line along with crackles etc.
Now my upstream noise margin is floating between approx. 6 which is about the norm up to 19dB.
I noticed yesterday that when I unplugged the router from the socket, the noise seemed to quieten down considerably.
When I plugged it back in and expecially as the router was syncing etc, there was a lot of noise on the line.
When this noise/static is going on my ping doubles from the normal 35/40 to 80 or higher.
The line just now has some faint static that gets louder and the odd crackle sound.
When the engineer left on Friday it was deadly silent.
I'm hoping it is still noisy tomorrow when the engineer comes!! The problem is it's not continous and seems to be intermittent.
is the noise with a new filter in the test socket?
Everything is back together when it comes to the socket.
Engineer fitted a new faceplate when he was here on Friday.
Previously noise was from the test socket when I tested it etc.
I have no other wiring in the house at all. Simply the main master socket.
