I am buying a new build house. There is already an Openreach Huawei 1 modem installed with phone and ethernet cable hanging out. But BT say that BT standard broadband is not available in the area and can only offer 4G home broadband.
Can anybody explain this to me please?

2 possible explanations.
Although the ONT is fitted, the infrastructure to support it may not be in place.
The Openreach database has not been updated to include the property.
Is the property on the Royal Mail database?
Is that Yes, the full address is on the Royal Mail database?
What leds are lit/flashing on the ONT?
What does the checker show for your full address https://www.broadbandchecker.btwholesale.com/#/ADSL

Yes the address is shown on Royal Mail database.
I can't answer the questions on the website you quote because I don't have the information they ask for and at the moment I don't have access to the property.
There are no LEDs or other lights showing on the modem.
I will ring the number you quote.
You only need the full address of the property to enter into the checker, nothing else.
If there are no lights showing on the modem, it is not powered on. You will need to power it, to see the status of the other leds.

That would indicate that the address isn't on the Openreach database yet.
