Put simply I cannot setup Outlook, all the settings are correct, the password has been changed and I have waited days for it to sync before trying again. Browser login is OK, even on an iPhone/iPad it's OK...so why when I try t setup IMAP or even POP3 it simply does not work. I have tried it on multiple devices .... windows and MAC. Any ideas?
You’ll eventually get a reply from someone saying “wait, it’ll fix itself”. It will not. Same issue here for 6+ months
See message 2 here, these were specifically in response to a query about Thunderbird but I should imagine they will work with outlook as well

What settings are you using? These are the correct settings.
Are you either a BTbroadband or premium mail customer? If neither, your email account will have been downgraded to basic mail and only accessible via a web browser.
