Just to be clear:
Private ip: 192.168.
Router ip: 86.
Public IP when browsing: 104.
That's the whole point of a VPN

Can you try the same thing (google whats my ip) on your phone/tablet and see what public IP address they give? (Of course, don't use their vpn).

Another couple of questions. Do you use more than one browser, and if so, do they show the same? Which browser do you use?
The reason for that is that you can set a web proxy in each browser to achieve what you're seeing. Is that a possibility?

This morning we have a German public IP 209.126.
Starting to think some software or virus
Turns out a simple reboot of the PC is enough to return to expected behaviour
