they have to get BT Wholesale involved with congestion problems and it then gets added to the planned engineering works of all UK exchanges list it can some times take a few weeks to be resolved if they have been replied to you then they will update you when they have more news they will not just leave it
It transpires that the similar problems I am having are on the same Mattishall exchange as yourself. I thought the "cease and reprovide" had done the trick. Things seem a bit better for a few days, however as soon as I try and download anything or watch iPlayer then the speed drops back down to 0.4Mbps within a few minutes. 6 weeks of phoning BT and still no answers. Aaaaaaargh! Mods - if you reading this, the Mattishall exchange is knackered.
After a visit from an engineer my problems seem to have improved. He done some things down at the exchange in Mattishall and I've been hitting speeds of 7.0 mbps. That's the quickest it's ever been. Sometimes it's dropped to 2.5 in peak times but i'm sure that's normal?
