No, either one or the other.
Address reservation is the simplest, and works 100% on the TP Link routers, unlike the BT Home Hubs.
All you have to do is to add the MAC address of the camera, and its current LAN IP address which you now said is 192.168.1.108, into that table entry, and save the settings. It will then always get that same IP address even if there is a power cut.
You can get the MAC address of the CCTV by looking at its entry in the clients list.
