Price rises and 30 day notification period - when does it start?

My brother called up BT today to discuss the Jan 18 price rises. BT said that if he wanted to leave he would be subject to cancellation fees as he had missed the 30 day window and I just wanted to confirm if that was correct?

 

I know the policy is that:

 

 

If you are cancelling because of the price increase you have 30 days from when you were notified about the changes to tell BT you want to leave, thereafter you have to give 30 days notice or 14 if moving to another ISP when you are moving.

 

According to BT, he received their price notification email on the 1 December and the 30 day window thus expired on the 30 December, not the 31st.

 

Does the day you receive the email count as Day 1 (even though its not a full day etc?) ?

It does not say you have 30 days starting the day after you receive notification so I would say that day one is the day you receive the email which is the day you were notified of the price rise.
