is that a phone extension cable or hub downstairs and running an ethernet cable upstairs to pc?

as extension cables especially the flat ones and those on reels are bad news for broadband use as they are known sources of interference

The problem is that the desktop upstairs is quite old and doesn't have built-in wifi capabilities.

 

If in theory I bought a wifi adaptor for the upstairs computer, and connected the hub to the test socket - would I be likely to enjoy faster speeds?

it would be better if you had hub downstairs conencted to master and then ran ethernet cable instead of the extension cable and that connected to pc.  that would give better connection for hub while maintaining a cable connection for your pc.  cat 5e/6 ethernet cable is not expensive and can be bought from well known auction site
