BT Basic application form

I have a friend who lives in sheltered accommodation, she doesn’t have a landline as it’s a block of flats. For internet she uses free Wi-fi, the flats Wi-fi when she can manage to log in and the data she has on her phone. She is on one of the benefits necessary for BT Basic

My question. Can she get a line installed, what would the cost be considering it’s an upstairs flat she lives in
