I'm currently having exactly the same problem after a recent fault left us with no phone line no broadband. Line capped to .25mb. Spoke to someone who recognised the problem and said this would be resolved remotely speed should be pretty much back to normal after three days but may take longer for the line to settle down. three days later and everything is exactly the same. This is barely better than an isdn connection speed wise and certainly not what I'm paying for. Have you got any further forward?
