you are guaranteed the. Minimum connection speed and if you don't get that that after engineer has checked connection and can't improve speed to minimum then you can cancel with no cancellation charges

Not if what? The Guaranteed Minimum Speed given to you by BT is what it says. If your speed drops below that BT will try to fix it & if it can't you would be eligible to leave FoC. It's all in http://bt.custhelp.com/app/answers/detail/a_id/35296/~/your-line-speed-explained .
Someone replied that you just wait and see what you get (?).
Of course, if you've just had the quotes from BT & have not yet been connected, you have no option but to wait until you are before you can find out whether you fall below Minimum Guaranteed Speed & can invoke it. Just like any other guarantee you have to use the product before you can know.
