Both my wife and I have identical phones (Samsung Galaxy S5) and both switched to BT on the same day. Both had our numbers transferred over and all of our settings (APNs etc) are identical.
However, she can send texts to our friends abroad but I cannot. Only noticed recently as I received a text from a friend and tried to respond. As I could my wife did and hers went through.
I have contacted BT, they sent me APNs and even had me set them up manually (even though I told them that they are identical to my wife's). They now say they have elevated it to their investigations team and 9 days later still no word on a solution.
