it is 88.2% of your connection speed which is for example as your hub stats in your other post is 3.071mb your IP profile is 88.2% of that

 

Your IP profile is set by your connection speed not the other way round

When i checked my speed on the BT home page it said i was only getting 3mbps coming into my house. Does that rule out interferance
