The distant days of dial up it made no real difference switching off/on but it does make a big difference to your connection so should leave on 24/7
can you try connecting to test socket with a filter (just like old dial up) and repost hub stats to see if that improves speed. Your current speed up/down is terrible
As you can see from the stats, your speed is nowhere near the capability of your line. Leave the hub connected and powered 24/7 for a few days and see if the speed improves. You should be getting the speeds indicated by the maximum data rate figures.
