Please excuse my ignorance but is the first figure the upstream noise margin and the second figure the downstream noise margin? For example, 6.3dB / 5.9 dB. Am I correct in assuming these 2 figures should be roughly equal and the higher the better?

Yes to your first question and no to your second.
The upstream target noise margin is 6dB. The downstream used to be 6dB as well but Openreach have now implemented a target of 3dB to give slightly higher speeds. Not all lines will cope with 3dB and DLM might decide that 6dB will give you a more stable line at a slightly reduced speed.
