my smart hub 2 doesn’t allow the 4th Ethernet port connection to work as expected - i moved from the previous hub with 4 connections but this new one only shows 3 in the manager. When i switch the devices around then the 3rd device works and the one in port 4 now doesn’t work. Does it mean the port is broken or is it not expected to work as a normal Ethernet port in addition to WAN? Maybe there’s a setting I need to change?

There are 2 versions of the SH2, one with 4 Yellow LAN ports and one with 3 Yellow LAN and 1 red Wan port. If you have the version with 4 yellow ports, all should work as LAN ports. The red WAN port only functions as a WAN port if you have that version.

You can now with the latest version of firmware. LAN4 port can be converted to WAN by going to Advanced settings > Broadband > Full Fibre (FTTP) mode > On
I don't seem to have anything saying fttp mode
Is it a Smart Hub 2 that you have and what version of firmware is it ?

I am not surprised it doesn’t work, the latest firmware is v0.27.07.07281-BT.
I guess its one you have had kicking around in a cupboard for a long time then, that is ancient firmware.
The latest is v0.27.07.07281-BT
You will need to connect it to line to get a firmware update and before you ask, no, there is no other way to update the firmware.
