Some devices invisible to Whole Home WiFi - possible cause

I just set up 2 disc Whole Home Wifi, and it seems pretty good;

BUT one of the devices on our network (Wiley Fox Swift 2 x mobile phone) never shows up in the Connected Devices list.

If I turn off both discs, then it's internet access ceases, and only returns when I turn them on.

The first byte of the mac address is: aa, signifying local unicast.

All the other recognized devices have the first byte of the mac address as: *4 or *8, NOT a local mac address.

So is it possible that MAC addresses set as locally administered are "invisible" and can't be regulated?

I had a similar issue with a xiaomi redmi note 4, connected to a whole home disc but sometimes does not show as online in the app.

Could you please post the first byte of the mac address so we can test the theory that it is the LOCAL bit non-zero that causes this?
