Speed about half of "guaranteed" speed?

Hi, I'm hoping someone can help before I get an engineer out. I moved to a new house a couple of months ago and transferred my inifinity 2 account to the new place as the website said I'd get similar speeds, with a minimum of 63 Mb. Currently I'm getting about 27 after about 6 weeks. I've looked at the master socket and there's nothing else connected to it, and run the bt wholesale speed test:

 Download speedachieved during the test was - 27.4 Mbps
 For your connection, the acceptable range of speedsis 40 Mbps-37.78 Mbps .
 Additional Information:
 IP Profile for your line is - 37.78 Mbps

Upload speed achieved during the test was - 6.31Mbps
 Additional Information:
 Upstream Rate IP profile on your line is - 20 Mbps

 

noise margin on the router (BT smarthub) is 7.8/6.4 on a BT infinity faceplate.

 

Anyone got any suggestions?

Can you run this checker and post back a screen shot of the results. Make sure you delete your phone number before posting.
