Speed dropped.

Anyone able to help me, when I first joined BT broadband 3 months ago, my line speed was around 2.8 meg and was kept on as much as possible. Now, I only can pull 1.8 meg at anytime of the day whether it be mid morning or during the more heavier use in the evening. My neighbour recently as had a home hub so is this likely to have any effect on the speed?
