but it would suggest a possible issue with router - are you using HH5 if so disconnect the internet via the interface and leave for about 30 seconds or more then reconnect - if this doesn't improve speed you could disconnect and then power off HH5 - if using the the white modem then you are safe to just power of the HH5, but don't reset the modem as it is showing you should be able to obtain higher speeds.
there may also be issues in your area - have you checked the bt status pages
are you connecting via wifi or ethernet as this can also have bearing on your speed throughput
A pinhole reset would have a better effect than disconnecting via the interface, that's why I suggested it as a first recourse. Powering off the HH5 is only a soft reset anyway.
