Speed reducing during hot spell

I'm used to some fall off when the weather warms up, always get the best speeds in winter, but the fall off seems to have been particularly pronouced. The 4832kps was unusually high. Carried out a quiet line test, it is. The speed is still above minimum guarenteed, as that is grossly pessimistic for a 4km line. Profiled down to 1750kbps is pretty pathetic for shared household usage.

 

Any thoughts on anything that can be done other than wait for autumn?
