Superfast fibre Slow speeds 3x engineer visits!

HI All, As above had the Fibre installed around November where i was getting approx 180mb for a day or so. This dropped to 120-150 and has been hovering around this value for months, Currently sitting at 110! (This was tested at the line by the engineer.) I have tested for noise using 17070 on the test socket nil. Substituted the face plate for a inline filter direct to test socket. Upgraded the superfast to the superfast 2 hub. Most of my devices are hardwired through a switch although the PC is connected directly to hub. Had 3 engineers out who say distance to cab is around 280 meters so should be getting speed as per checker. Line has been switched to secondary feed to house this again went upto 180 for a day then dropped back to 100is....this even dropped as low as 57! I did have a period of about 6 days last month with 200mb and thought it was fixed but nope. Yesterday was the latest visit where the engineer said the line must be speed limited for stability and to speak with BT. Engineer also replaced all connections in cabinet and requested a fibre port swap but this was noit authorised as BT/Openreach said it wouldn't help the issues? I have been trying since day 1 to get a consistent service at the speed promised but it seems BT/Openreach have no idea how to fix this. I was finally assigned a case manager yesterday so awaiting a call back within 48/72 hrs. Any thoughts or help would be appreciated as at my wits end with this!
