you can try India but really surprised that sales can wash their hands of it as they have not provided the best connection for your line.  there is usually a qualification on the up to 16mb which says provided you exchange is enabled but your exchnage is enable therefore they have not fullfiled the sales agreement.

 

if India  won't help then I would contact the mods for help in getting the correct speed

fully agree with imjolly's comments if no luck with sales contact the forum mods they will certainly get it resolved

I agree with imolly and john46 here.

 

ADSL2+ may give you a max speed of 3810-4320kbps (that's 3.72-4.2Mbps) on a good line.

And the upload speed should be somewhere beteen 448kb -1mb on ADSL2+
