I would suggest that you contact the BT Care Team, especially if you are seeing this speed on a wired connection, and you have tried other computers.

They normally respond by phone or e-mail, within three working days, however you should get an immediate confirmation, with a tracking number.

They can reset the ip profile, which should sort out your speed problem. They will then monitor your circuit to see if its fixed the problem. If not, they will carry on with it until it is fixed, as they take personal ownership of your problem
