I had a green cabinet put outside my house several months ago and everyone in the village got Broadband but me, as you can Guess I had a EO line. after quite a few telephone calls to BT and getting nowwhere I emailed my Local MSP low and behold contrctors turned up out of the blue today, dug a trench to my BT EO line box and laid a cable to the cab, just waiting for OR now
so maybe a few emails to get your local MP onside might do the trick
