In a great demonstration of patience being a virtue...my router resynced this morning at 14999 Kbps!  And 7.0 dB SNRM.  So that seems to confirm that the sky (or rather the line) is the limit.  Looking at the SNRM and bit/tone loading there's still scope for further improvement, so here's hoping.

 

As DLM is a bit of a mystery, it may also be useful to mention that there were 29 full days between the step to 13096 and today's step to 14999.  Be interesting to see if the barrier decreases next time.
