It's the theoretical maximum your line can deliver in ideal conditions. There is a bug in the hub that often shows the max as being lower than actual.

The reason you data rate is well above max attainable is due to your very low noise margin of 0.6db be really surprised if your connection will remain stable

What is noise margin, and what is a normal range ?

Its now 5.6db/0.5db

normal down is about 6db or could be as low as 3db if G.INP has been activated on your conenction   it can be higher than 6db in certain circumstances - for exmple mine is 9.1db because my connection is restricted  to 80mb but my attainable is higher

5.8 dB / 3.2 dB

as expected my sync speed is back at 69mb 😞 dont know why, it was running perfect @ 80

Because your noise margin was exceptionally low at 0.6db and as I expected your connection has reset with a more realistic noise margin
