lightning stike still no phone line after 3 months

After a lightning strike to the line confirmed by the engineers and customer service in the argyll area in scotland around the 16th december 2013 we are still being told its with the planning team or your temporary line is in place which it never has been.

Each Indian operator asks the same questions and gives us the same answers we will update you in blah blah days times.  No actual resolution to this appears forthcoming yet we still have to pay phone and broadband.

We left the property to come back the following weekend to find the broadband router and phoneline black nothing in the house was switched on at the sockets at all and we only had the new phone and broadband installed for a few weeks before this after reading the post about lightning strikes I am now concerned we will have to pay for repairs they have been talking about having to dig up the cables. 

We have tried to complain but the customer services seem to be no help. 

Can anyone tell us

1-how to find out when its going to be fixed

2-how to complain
