Have you tried resetting the HomeHub3 using the reset button on the back? That should fix it.

It's very common with the HomeHub 3B version that the upload is stuck around 8/9Mbps upload. Often you can restart the PPPoE connection by disconnecting the broadband in Hub Manager or pressing the restart the button on the side. Try these 2/3 times if it doesn't improve it you could try setting up the PPPoE connection via the modem to make sure you're getting the best upload speed at the time.
I would expect you to get around 14/15Mbps US.

Thanks for responses, I will try resetting the home hub, although it has been done recently when i had a power cut.
also come to think of it the engineer said it was showing 9 mb up when he installed it which at the I thought nothing of. Its only by researchng that I though it seemed a bit slow.
A power cut would not be the same as a factory reset
Just done above and sadly didnt work still the same 57 down 7.3 up. May have to ring up and ask if there may be a reason why its a bit slow.
