speed decreasing / unable to connect to broadband.

ok this is getting beyond daft , speeds all over the place from .26mb to 5.23mb , and days where ots all fine and period where it disconnects multiple times per hour ADSL line status Connection Information Line state Connected Connection time 2 days, 08:57:52 Downstream 4,224 Kbps Upstream 448 Kbps ADSL Settings VPI/VCI 0/38 Type PPPoA Modulation G.992.1 Annex A Latency type Interleaved Noise margin (Down/Up) 7.5 dB / 13.0 dB Line attenuation (Down/Up) 43.5 dB / 29.5 dB Output power (Down/Up) 6.8 dBm / 1.2 dBm Im just under 1km from my nearest exchange (as the crow flys) even though the downline attenuation says im more like 4km? from the exchange?
