Call Barring - cannot make calls

I have an old landline phone a BT4500.  I have had a lot of power cuts recently, one after the other and after the last lot, my phone seems to have set up call barring itself so I cannot make any outgoing calls.  I have tried to reset it but it asks for a PIN number and I don't know what that is.  I have tried BT help, but all I was told was they did not support my handset and wouldn't help anymore.  Can anyone suggest any thing.

BT4500 Quick Set-up and User Guide

The Default PIN should be 0000 if you have not changed it, also click the link above for the handsets operation guide, that might help you.

But seeing as you had several power cuts it may have messed up the electronics and shorted it out somehow, and now not working correctly.

I always kept a cheap corded phone that requires no setup as a backup for these occasions, as I had similar problems in the past.
