Sudden Internet Speed Problems With BT Flex 600

I have BT Broadband Extender Flex 600 Kit with wired AV600 Powerline and pass-through socket which plugs into a TP Link Wireless N Router.
The problem I'm having is that there isn't a consistent download speed and it usually drop to 1mbps or lower. When I reset and restart everything the download speed goes back to normal around 20mbps but then it will eventually drop again to 1mbps or lower and then it will fluctuate between the two usually going no higher than 7mbps but that only last for about 10mins.
I've moved the plugs, I've had the Ethernet cable plug directly into my computer I've reset my router but it doesn't change.
Any help or ideas would be much appreciated.

We have a BT Smart Hub at home.
I should have mentioned that when connected directly the Hub speeds are fine it’s just through the Flex adaptor that the speed fluctuates.

Why have you got anothe router connected as well?

Also, why is there also an AV600 powerline adapter in use?

Which one is actually connected to the Ethernet port on the home hub, and is acting as the master unit, that the other units are paired to?

Something you could check if you have already tried other power sockets in the home, is the possibility that one of your other home devices that are plugged in to the same power circuit is making the power supply noisy, i.e. noisy motor or pump, if you can, try another house (Friends home for example) and see if problem moves with the powerline units.
