I've been having intermittent issues with Netflix on various devices (wired and wifi). My BT wholesale and speedtest.net results are typically decent (30mpbs down).
Usually Netflix's own speedtest, fast.com reports similar speeds, however recently it's been reporting very low speeds of c.1.4mbps. ***EDIT - I'm now getting 140 Kbps on fast.com on my wired PC. At the same time I'm getting 29Mbps on my EE 4g phone.....***
Assuming this was a fast.com issue I tried fast.com from my EE 4g mobile and got 40mbps
Other than BT throttling or traffic shaping (which is odd, due to it being 07:30 in the morning!!) can anyone explain what's going on?
I too get latency in the 100's to fast.com and that's with a different ISP. What does a tracert to bbc.co.uk give you?
Am running directly from my Asus router since Win10 blocks ICMP...
What do you get for a tracert to the bbc with this IP 184.108.40.206 ? Which DNS are you using?
The DNS is set to BT default (eg undefined in my ASUS router)
That IP is better:
traceroute to 220.127.116.11 (18.104.22.168), 30 hops max, 38 byte packets

Looks like it could be a DNS problem. I wouldn't use any ISP DNS. I find the following works well.
Primary 22.214.171.124 (Cloudflare)
Secondary 126.96.36.199 (Google)
Give it a try and see if you get better results.
I tried the 188.8.131.52 DNS - still getting VERY slow Netflix speeds (see below)
